I definitely feel like this is shotacon only on a technicality, you know? It seems like Ciel was throwing out this "what if you're just a pedophile" thing without really believing he could actually be pedophiled over. The fact that Sebastian was like "lol, as if you were a kid" made it clear that these are really like two adults, one of whom is exceptionally young in years.
