This is a really, really interesting take on Rockman Classic lore and a possible end for its saga. The idea that Wily is losing his sanity (well, moreso) is both wonderful and fitting. The idea of Blues being the true, enigmatic master of it all is less striking, since we get plenty of hints of that in canon, but just as fitting and put to very good use here.
You may do more for Forte here than Capcom did for him period. It's so refreshing to see someone explore what "built for combat" really means for robots as advanced as these. Your narration is excellent, with an exciting tone and some brilliant ruminations. The plot twist makes it all that much better, and the piece ends at exactly the right place.
