Summary: Orders constantly change.
Prompt: July 31-13. Final Fantasy VII, Sephiroth/Zack/Cloud/Areis: Hidden relationships, OT4 - “There was a reason why the Turks ‘couldn’t find her’ when she lived right in Midgar-and that was because the General threatened untold violence if Tseng’s department didn’t ignore her.”
A/N: I'm not really sure how the Turks ended up the main focus of the first two sections. I'm really not. Hope you enjoy it.
Orders
It was rare that the Turks were called together, even rarer when their orders were given to them on paper.
One by one, they looked at their leader, who looked back at them just as calmly as he had before he had passed out the papers. All of them knew why the orders were given out this way instead of out loud. Even though this was their place of control, their offices and possible the most secure place on the planet, there was always the chance some other political group inside the building had managed to spy on them.
And these orders were dangerous.
They had been searching for a lost research subject. Someone who had escaped the labs years ago, and who Professor Hojo and the President wanted back very, very badly.
Now their orders said that if they did find her, to allow her to escape.
Not that most of them minded. The girl was hard enough to keep track of, even when she was spotted, and those who had gotten close enough to talk to her liked her.
Nobody knew why the change of orders was in effect, but all of them were sure that they were not ones issued by the President.
All copies were destroyed before they dispersed, though there were some looks highly charged with curiosity.
Still, they didn't ask. They were Turks, and Turks followed their orders without question.

The look Sephiroth gave him as he followed the President into the meeting was not missed by Tseng. He ignored the man, face as blank as it was at all times during the meetings. His job was to make sure the President made it out of situations alive, not let experimental Generals know that their message had been passed along.
Still, something in Sephiroth's face changed, and there was a...lessening of tension. Beside him, that relaxation passed to the man's SiC, and Fair only had a brief grin quirk at the corner of his lips before his own expression returned to the careful blank. Tseng felt a small bit of almost kinship. Neither of them were really in charge, but their jobs were to keep those above them safe.
It was why the General treasured the man. At least partially.
Tseng made a note to start a background check on the blond child who was also spending time with Aeris and the two officers he was carefully not looking at. Standard procedure in cases like this. It was the exact same check that Fair had gone through when it had been noticed that he was spending more time than necessary with Sephiroth, and again when it was discovered his ties with Aeris.
How one man could end up tangled up with two of Hojo's projects, Tseng would never know. But he had, and it was part of Tseng's job to make sure there weren't complications.
And he was good at keeping complications to a minimum.

The smell of fresh pie drew Zack like a lodestone, and he, followed by Seph, quickly found Aeris and Cloud sitting next to the flowers, a picnic set up. It looked like Aeris already knew about the fact she was a slight bit better protected. How she did things like that, Zack would never know.
"What did you do?" he asked Seph as they had traveled down into the slums, voice soft enough that most normal people wouldn't be able to hear them.
"I had a discussion with Tseng," Sephiroth said. "Along the lines of the Turks and a sudden inability to locate Ms. Gainsborough. It appears he passed the message along, as I requested."
"You threatened bloody murder, didn't you?"
The look Seph had given him was cool and calm and confirmed everything that Zack had suspected. He had just grinned back.
Now they were looking at Aeris and Cloud, who were smiling back, Cloud's smile a little shyer than Aeris's, but there, and Zack slung his arm over Seph's shoulders.
"Looks like we're going to have a good night," he said, grinning. "Good food and great company. What more could someone ask for?"
Seph surprised him into a laugh with his answer.
"A bed."

(The comment about background checks of Zack and Cloud was also a really cool detail).
